Women in Red

What intrigues me here is how these two women use red. Though dressed (or not dressed) very differently, are they perhaps doing the same thing, using red to draw attention? And which is more effective?
The woman on the left is one of the "desnudas" of Times Square, who offer to appear in selfies in return for tips. The woman on the right, I presume, is a modern traditional Muslim.
I saw the hijab-clad woman from the corner of my eye and only had time for two rapid-fire shots before the brief encounter was over. But my Fuji X-T3 did its job here, selecting reasonably good settings and giving me enough focus to capture the moment.
